Open Skies

NPR's Andy Bowers reports from Moscow on a flight by the Russians and Americans to work out the kinks of an idea proposed by President Dwight Eisenhower in 1955. The idea is called Open Skies. Its goal is to make potential enemies cooperate and show each other their military bases. An American C-135 loaded with cameras, sensing devices, Americans and Russians flew over a Russian military base to take pictures of the installation.
