One of the most popular summer questions in the District of Columbia is: Who's in charge? NPR's Kathleen Schalch reports on the recent Congressional move to take away most administrative responsibility from the city's mayor, Marion Barry. A congressinally-appointed control board is now responsible for the day-to-day operations of the city, which has been struggling for years with a heavy debt.
