Tobacco Costs

NPR's Richard Harris takes a look at the health costs of tobacco use. One of the main sticking points in the settlement talks now underway is how much tobacco companies should pay in compensatory damages to state Medicaid programs...and how much they should pay in punitive damages. Some say the payments being proposed are far lower than the actual health costs incurred by smoking.
