NPR's Sarah Chayes reports from the Kosovo peace talks in Ramboulliet, France that negotiations remain deadlocked despite tomorrow's deadline. International mediators, including US Secretary of State Madeline Albright, are trying to reach a political agreement with the Kosovo Albanians first, in order to increase the pressure on the Serbs.
