Kosovo Talks

Sarah Chayes reports from Rambouillet that international mediators are putting the best face the can on the just-concluded negotiations on Serbia's Kosovo province. Foreign ministers of the so-called Contact Group say Serbian officials and Kosovo Albanians have agreed on substantial autonomy for the province - but neither side signed the proposed political settlement. They will convene again in France on March 15th to continue negotiations.
