In the United Kingdom Enthusiasm for self rule is gathering pace with elections for a new parliament in Scotland. But far from satisfying local needs, some fear that devolution will strain the ties holding together the separate countries. Scottish nationalists are already saying that full independence is inevitable. NPR's Anne Garrels reports.
