Host Bob Edwards talks with Sarah Chayes in Belfast about the glitch in the handover from British to local rule in Northern Ireland. Today was to been a major milestone in the Northern Ireland peace process. The province's political parties were to have joined together in forming a government to replace British rule. But questions regarding the surrender of weapons belonging to paramilitary groups have delayed the process.
