NPR National Political Correspondent Elizabeth Arnold reports on efforts by congressional Republicans and presidential hopefuls to shape the platform for the year 2000 elections. From nuclear espionage by China to US troops in the Balkans, foreign policy is shaping up to be the Republicans' issue in the coming election. But with most Americans feeling content and prosperous, it may be difficult to get voters excited about foreign policy.
