NPR's Phillip Davis reports from Guatemala the week after an independent report implicated past regimes in the murder of two hundred thousand people in that country's civil war. Human rights groups plan to seize the opportunity to bring cases against those implicated. But laws designed to protect Guatemala's fragile peace will make it difficult for anyone to bring charges against previous rulers.
