In the conclusion of our series on the impact of sagging Persian Gulf oil prices, NPR's Eric Weiner reports that Dubai, one of the United Arab Emirates, is suffering less than its neighbors. Dubai, a former desert wasteland turned shopping capital of the Middle east, has something that other Gulf countries don't.
