FY2000 Budget

NPR's Brian Naylor reports on the budget debates, which begin today on Capitol Hill. Despite the fact that there is a budget surplus, the political wrangling between Republicans and Democrats is as fierce as ever. The main controversy is over the best way to preserve Social Security surplus funds.
