Possible Effects of a Senate Trial

NPR's Mara Liasson reports that President Clinton is emphasizing his ability to govern effectively, even if a Senate impeachment trial goes forward when Congress reconvenes next month. But according to Presidential historians such a trial would be a major distraction, for the President, all three branches of government, and the entire nation.
