NPR's Tom Gjelten reports that Secretary of State Madeleine Albright told Congress that the United States and its NATO allies would not negotiate a quick end to the Kosovo war that involved "half-baked" solutions. The Secretary spoke as the administration appealed for an emergency appropriation of six billion dollars from Congress to cover the costs of the war.
