Oil Embargo

NPR Neal Conan reports from the Pentagon that Defense Secretary William Cohen says he expects NATO to use military measures, if necessary, to enforce the European Union oil embargo against Yugoslavia, which goes into effect today. A plan being considered by the 19 NATO allies would enforce the oil embargo with a naval blockade at the entrance to the Adriatic Sea.
