Clinton Seeks Funding for War and Refugees

NPR's Brian Naylor reports on President Clinton's request to Congress for six billion dollars in emergency funds to pay for the military campaign against Yugoslavia and for humanitarian assistance to refugees. Congressional Republicans plan to approve even more than the amount the president requested for the Defense Department. The funds would come out of the current fiscal year budget, which is running a surplus.
