House Takes Up Yugoslavia Issue

NPR's Brian Naylor reports on today's scheduled vote in the House of Representatives over whether to formally declare war on Yugoslavia or to force President Clinton to withdraw US troops from the region. While both proposals are unlikely to pass, one Republican lawmaker is offering them to underscore what he believes to be an erosion of Congressional authority.
