NPR Economics Correspondent John Ydstie reports that Treasury Secretary Robert Rubin announced his resignation yesterday. Rubin is widely credited with reducing the federal budget deficit and then producing the first surplus in decades. He also receives high marks for helping reverse the Asian economic downturn that began in summer 1997.
