NPR's Tom Gjelten reports on the disarray in the Clinton administration over policy toward Kosovo. Congress is divided on the administration's strategy in the conflict, now in its ninth week. Some members question U.S. involvement, others would send in ground troops, while others are critical of Clinton's strategy against the Serb-led Yugoslav government. Today, British Foreign Secretary Robin Cook visits Washington for talks with Madeleine Albright.
