Small Banks Feel Pinch from Community Banking Law

Amy Bernstein reports on how the Community Reinvestment Act, first passed more than 20 years ago, is faring in today's economic climate. Activists love it, but some small banks are feeling the pinch. The Senate will consider the matter this week.
