Chain Gangs

NPR's Debbie Elliott reports that Alabama is appealing a federal judge's ban on the use of "restraint" bars for prisoners who refuse to work on roadside chain gangs. The bars are known as hitching posts, because prisoners are required to stand for hours shackled to a metal post.
