NPR's Mike Shuster reports that NATO-led peacekeepers have crossed two big hurdles in their effort to bring order to the troubled Yugoslav province of Kosovo. Serb forces withdrew from Kosovo before last night's deadline and the Kosovo Liberation Army has agreed to put down its weapons. Obtaining that agreement required days of negotiations with the KLA.
