NPR's Snigdha Prakash reports on the Federal Reserve Board's Open Market Committee. Its meeting to set interest rate policy begins today. Those who watch the Fed's actions say the board, led by Alan Greenspan, says a lot more about policy than it used to, but it's still hard to decipher.
