Rebuilding Kosovo

NPR's Tom Gjelten reports that the United Nations faces a daunting task in trying to restore public services in Kosovo, such as policing, water, and trash collection. U.N. Secretary General Kofi Annan meets today in New York with Secretary of State Madeleine Albright and a dozen other foreign ministers. He'll ask the United States and other governments for help in restoring a civil administration in Kosovo.
