NPR Legal Affairs Correspondent Nina Totenberg reports on the expiration today of the law that created the Office of Independent Counsel. She talks to numerous experts, most of whom agree that allowing the law to expire is a good idea. Investigations already underway, most prominently Kenneth Starr's investigation, will be allowed to continue, although Starr is now expected to conclude his inquiry by the end of this year.
