Clinton's Poverty Tour

NPR's Pam Fessler reports on the beginning of President Clinton's tour of economically depressed areas of the U.S. He began in southeastern Kentucky, the first president ever to visit the coal-mining town of Hazard, Kentucky. He told area residents he wanted to provide money in the form of tax credits, loan guarantees and other incentives to entice businesses that might otherwise invest elsewhere.
