Federal Budget Surplus

Host Bob Edwards talks to Stephen Moore, Director of Fiscal Policy Studies at the CATO Institute, a Libertarian think tank in Washington, about how the projected federal budget surplus should be used. Moore favors sizable tax cuts, which, he says, would still allow for economic growth of four percent a year with relatively little inflation.
