Patients Bill of Rights

NPR's Julie Rovner previews the positions that Republicans and Democrats are expected to take, when the so-called "Patients Bill of Rights," goes to the Senate floor today for four days of debate. Democrats generally favor strict new rules to regulate the practices of managed heath care plans. Republicans generally prefer much less federal oversight.
