NPR's Eric Westervelt reports on Project Exile, a program in Richmond, Virginia, that turns over to the federal court system crimes involving illegal weapons. The program has become well-known...and much feared...by would-be criminals due to an effective advertising campaign on TV and billboards. Even though the city's homicide rate has dropped 30 percent this year many are saying the program is racist and unconstitutional.
