Doug Nadvornick of member station KPBX reports from Lapwai, Idaho, on the unusual negotiations that led to an out-of-court settlement between the Nez Perce Indian Tribe and the Avista Corporation, for damages that the utility company's dams did to fishing resources. Under the settlement the 35-hundred member tribe will receive 39 million dollars over 45 years.
