NPR's Tom Gjelten reports on the conclusion of Russian Prime Minister Sergei Stepashin's three-day visit to the United States. Stepashin and Vice President Gore held a joint news conference yesterday and said that relations between Russia and the United States are improving, after worsening during NATO's military action in Yugoslavia. The Prime Minister and the Vice President said that Russia and the U.S. should work together to help restore stability to the Balkans, and to limit the transfer of nuclear technology to third countries. Today, the International Monetary Fund is expected to approve a new 630 million dollar loan for Russia.
