Welfare Anniversary

Three years ago today, the president signed a bill that overhauled the nation's welfare system. Critics said it would drive many into poverty; supporters claimed in would bring economic independence to millions. NPR's Peter Overby reports on conflicting opinions about the success of the law since its inception.
