Privatising Welfare

NPR's Ina Jaffe reports from Milwaukee, Wisconsin on YW Works, a private agency that helps welfare clients move into the workforce. Wisconsin's welfare rolls have decreased by 80 percent but the decline is leveling off. Now many of the clients still in need of jobs are beset by disabilities and personal problems, making it more difficult to move them off welfare. YW Works tries to help these kind of welfare recipients learn to take care of themselves before finding a job.
