Daniel talks with Coletta Youngers of the Washington Office on Latin America about a U.S. proposal to step up its aid to the Colombian military by hundreds of millions of dollars. Youngers says too much of the money is going to Colombia's military which has a track record of human rights abuses, and not enough is going to help Colombia's judiciary - which needs more resources in putting drug traffickers and other offenders behind bars.
