Flooding in North Carolina

NPR's Melissa Block reports from Shallote, North Carolina, on the flooding that has closed numerous roads and prevented people evacuating ahead of Hurricane Floyd from returning to their homes. As Floyd came ashore, the tropical storm dumped up to 20 inches in some areas.
