Aaron Schachter of Colorado Public Radio reports on two Colorado school districts, which are offering voters an incentive for raising their own property taxes. Administrators in Colorado Springs and Jefferson County, Colorado, are promising to raise the overall reading and math scores of their students on standardized tests, in return for more tax revenue to make educational improvements.
