Reducing Out-of-Wedlock Births

NPR's Ina Jaffe reports that the federal government has rewarded four states and the District of Columbia for reducing out-of-wedlock births. California, Michigan, Massachusetts, Alabama and Washington DC will each receive 20 million dollars.
