In New York, one painting in an exhibition of new British work has that city's Mayor up in arms. If the show opens today as scheduled at the Brooklyn Museum of Art, Mayor Giuliani has threatened to repossess the city-owned land occupied by the Museum. David d'Arcy reports on the controversy
