Test Ban Treaty

Liane talks with NPR's Peter Kenyon about the Senate vote this past week to defeat the Comprehensive Nuclear Test Ban Treaty. The treaty was a key piece of President Clinton's international agenda, but conservative Republican senators successfully killed the measure. Its demise also illustrates the increasingly sour relationship between the White House and Congressional Republicans.
