Starr Steps Down

NPR's Barbara Bradley reports on Kenneth Starr's five-year tenure as Independent Counsel, which ended yesterday when Starr turned over his remaining duties to his Deputy, Robert Ray. Starr's investigation of the Clintons began in 1994, and expanded into the most far-reaching, expensive investigation ever carried out under the Independent Counsel Statute, which Congress allowed to expire in June of this year.
