Russian Draft Dodgers

NPR's Michele Kelemen reports the Russian military is feeling the strain of draft dodgers. Some families will pay as much as $5,000 to keep their 18 year old sons out of the service. The interior ministry has launched a campaign to ensure that although there are rumors of hazing and renewed conflict in Chechnya, more soldiers are needed.
