The Soft Bulletin, the most recent release by Oklahoma City band The Flaming Lips, has won critical raves and is likely to turn up on many critics' Best of '99 lists. The Flaming Lips started in the mid-1980s and made their name in 1993 with a silly little ditty called, "She Don't Use Jelly." NPR's Rick Karr reports. (7:45) (The Soft Bulletin is on Warner Bros.
