NPR's Phillip Davis reports that the United States handed over its last army base in Panama to Panamanian control today. The transfer of sovereignty over Fort Clayton, which sits alongside the Panama Canal, is one of the last steps in the implementation of the 1977 Panama Canal Treaties. Under the terms of the treaties, on December 31st Panama takes full control of the canal and the former Canal Zone that surrounds it.
