Abandoned Boy

People across the country have been disturbed by the case of a disabled boy abandoned by his parents in Delaware. Ten year old Steven Kelso, who suffers from cerebral palsy, was left in a hospital along with some belongings and a note saying his parents could no longer care for him. Are the parents to blame?
