The INS and Illegal Chlldren

NPR's Richard Gonzales reports on the difficulty the Immigration and Naturalization Service has in dealing with thousands of unaccompanied children, who enter the United States illegally each year. The INS returns most of them to their home countries. Those who remain face prolonged detention, which the INS considers to be protective custody.
