World Trade Organization

The World Trade Organization dealt the Clinton Administration a setback today in a battle over tax breaks for US exporters. The Administration was appealing a previous WTO ruling that domestic tax breaks for exporting companies, in effect, subsidize those companies. But the US has lost the appeal. NPR's John Ydstie has a report.
