NPR's Michele Kelemen reports that the Chechen capital Grozny is devastated after months of attacks by Russian troops. The Council of Europe's human rights commissioner is scheduled to visit Chechnya today. His visit comes amidst western pressure to allow independent investigators into Chechnya to probe allegations of human rights abuses by Russian troops in Grozny's civilian population and in special detention centers.
