NPR's Robert Gifford reports from Taipei that the election of Chen Shui-bian as Taiwan's new president has seriously complicated relations with China. Despite efforts by Richard Holbrooke, the US ambassador to the United Nations, to bring China and Taiwan to the negotiating table, the preconditions for talks between Taipei and Beijing announced this week seem to be mutually exclusive. Chen has made it clear that he wants Taiwan to be treated as an equal with China; Beijing has insisted that there can be only one China.
