NPR's Anthony Brooks reports on Vice President Al Gore's wide-ranging campaign finance reform plan. Yesterday in Milwaukee, the presidential hopeful announced that he wants to eliminate unregulated soft money, and establish a public fund to finance congressional elections. But George W. Bush's campaign says Gore is hardly a credible voice of reform, given his past problems with illegal phone calls from the White House and with a fundraiser at a Buddhist temple.
