Russell Roberts On Campaign Finance Reforms

Commentator Russell Roberts says the campaign finance reforms currently under discussion will be ineffective. He thinks banning soft money would empower incumbents rather than level the playing field. He also says a soft-money ban would not keep special interest groups from trying to influence politics.
