NPR's Ted Clark reports on the beginning of the United Nations' Nuclear Non-Proliferation conference. 187 countries are committed to the Nuclear Non-Proliferation Treaty, and world leaders are urging four remaining countries to ratify it: India, Pakistan, Israel, and Cuba.
